just talked about it in my response to Pablo direct above your comment. china first blew it and then it learned. so its a middle case. if china would have been as proactive as Taiwan was, the virus would have never spread outside of china. but that did not happen. more interesting than china are some of the other countries in that region who did a so much better job than our national government here around. as discussed above.
